(5) Improving investment supervision measures in the printing and dyeing industry

Implement classified management of technical transformation projects for printing and dyeing enterprises, and enterprises should give priority to environmental assessment and filing for automatic and intelligent transformation under the premise of not increasing production capacity. (1) Accelerate the promotion of textile and apparel product upgrades

Make full use of industrial policies and fiscal and taxation policies to guide and encourage the development of high-quality manufacturing, intelligent manufacturing, green manufacturing processes, technologies and equipment in the entire textile industry chain, and extensively carry out technological upgrading and transformation to improve production efficiency and product quality. Carry out product upgrade projects in the consumer goods industry, select key areas and key enterprises, improve product development and innovation systems, promote cross-industry chain, cross-field integration, and collaborative innovation; apply advanced manufacturing technology, equipment and information management and control systems to improve product quality. Guide the local industry and information departments to do a good job in policy interpretation and publicity work in the main functional areas, industrial layout, industrial transfer, etc., guide and encourage the cross-regional development of key enterprises, and expand industrial transfer investment. Coordinate with relevant departments to strengthen incentives such as taxation, land and financial support, maintain policy continuity, and increase the enthusiasm of enterprises for investment. It is recommended to strengthen the research on the industrial policy of textile enterprises' foreign investment in combination with market rules, carry out guidance on key areas and key regions of overseas investment in the textile industry, and improve the efficiency of the industry's transnational layout.
