(5) Improving investment supervision measures in the printing and dyeing industry

Implement classified management of technical transformation projects for printing and dyeing enterprises, and enterprises should give priority to environmental assessment and filing for automatic and intelligent transformation under the premise of not increasing production capacity. In order to guide and promote textile enterprises to further develop the domestic market, the following policy recommendations are proposed:

(1) Accelerate the promotion of textile and apparel product upgrades

Make full use of industrial policies and fiscal and taxation policies to guide and encourage the development of high-quality manufacturing, intelligent manufacturing, green manufacturing processes, technologies and equipment in the entire textile industry chain, and extensively carry out technological upgrading and transformation to improve production efficiency and product quality. Carry out product upgrade projects in the consumer goods industry, select key areas and key enterprises, improve product development and innovation systems, promote cross-industry chain, cross-field integration, and collaborative innovation; apply advanced manufacturing technology, equipment and information management and control systems to improve product quality. For example, with the concept of "big home", integrate key enterprises in the textile industry, carry out overall home furnishing/furniture/home furnishing product development, production and market promotion demonstrations, promote enterprises to strengthen resource integration and innovate business models. Fourth, promote the rational development of industrial layout

In recent years, affected by factors such as the investment environment, industrial facilities, and market demand, the progress of the domestic regional transfer of the textile industry has slowed down significantly, and overseas investment has continued to grow. In order to form a reasonable guide for the investment layout of the textile industry, promote the stable and smooth completion of the transformation and upgrading of the industry, the following policy recommendations are proposed:

Although compared with other developing countries, the problem of high comprehensive manufacturing costs in my country is prominent, but it still has the advantages of a complete industrial system and industrial agglomeration development. Taking into account the need to ensure the core competitiveness of the domestic industry, prevent the hollowing out of the industry, and stabilize domestic investment, production and employment, promoting the orderly and gradient transfer of the textile industry to the inland regions is still an important part of the transformation and upgrading task of the textile industry.

In order to solve the problems of imperfect investment environment and insufficient investment motivation of enterprises that restrict the transfer of textile industry, it is recommended to strengthen industrial policy guidance and effectively guide investment flows. Guide the local industry and information departments to do a good job in policy interpretation and publicity work in the main functional areas, industrial layout, industrial transfer, etc., guide and encourage the cross-regional development of key enterprises, and expand industrial transfer investment. Coordinate with relevant departments to strengthen incentives such as taxation, land and financial support, maintain policy continuity, and increase the enthusiasm of enterprises for investment. Support the development of relevant industry-specific public service systems, build investment docking platforms, and carry out public services such as consultation and training, and promote the process of textile industry transfer.

(2) Improve the domestic business environment and promote the healthy development of the industry

Chinese enterprises actively participate in the restructuring of the international textile industry layout through foreign investment, which will help to ensure the profitability of my country's textile industry capital in the long run, and form a benign interactive relationship with the upgrading and development of the domestic textile industry.

It is recommended to strengthen the research on the industrial policy of textile enterprises' foreign investment in combination with market rules, carry out guidance on key areas and key regions of overseas investment in the textile industry, and improve the efficiency of the industry's transnational layout.
